Job Description:

Locum Legal Services Manager & DMO

  • Location: Wales
  • Contract: 3-6 months initially, with a view to extend
  • Hours: Ideally full-time, but open to part-time/job share
  • Start date: in the next 4 weeks
  • Attendance: occasional attendance would be ideal, but can be worked remotely
  • Rate: dependent on experience
To lead, manage, develop and be accountable for the Council’s Legal Section, its members of staff and their work in delivering legal advice and representation to the Council, its committees, elected members and officers in the discharge of their duties and responsibilities. To act as the Council’s Deputy Monitoring Officer and to aid and assist the Monitoring Officer in the discharge of that post’s responsibilities.

To regularly monitor and manage the performance of the Legal Section and its staff against any targets and outcomes set for the Section, taking any necessary corrective action and to collect and report on such data as required by the Department in compliance with the Council’s corporate policies and priorities

To act as line manager for the members of staff within the Legal Section and the mentoring and promotion of their well-being and development as employees. Dealing with day-to-day staffing matters in accordance with the Council’s corporate policies and requirements. To include identifying and oversight of implementing the training and development of members of staff in accordance with their personal development plans (including that of the post holder), the needs of the Legal Section and the Council’s need for legal services. To lead on the recruitment of new members of staff as opportunities emerge

To assist the Monitoring Officer in all matters relating to the corporate governance and democratic administration of the Council. To include maintenance, review and updating of and advice to members and officers on of the Council’s Constitution; attendance at committees of the Council to advise on procedure and matters of propriety; assist in the provision of training to members and officers on matters of conduct, ethics and propriety.
