Interim Head of Legal / Deputy Monitoring Officer

Location: Greater Manchester
Contract: Interim (3–6 months)
Rate: Circa £700 per day (DOE)
Hours: Full-time
Working Pattern: Hybrid – 2 days on-site
Start Date: ASAP

Reed is supporting a well-established Local Authority in Greater Manchester that is seeking an experienced Interim Head of Legal / Deputy Monitoring Officer to provide leadership and strategic oversight during a period of transition.

This is a senior leadership role offering exposure to high-profile work across the authority and the opportunity to make a tangible impact from day one.

Key Responsibilities

  • Lead and manage the Legal Services team, ensuring effective, high-quality and compliant service delivery.
  • Act as Deputy Monitoring Officer, supporting governance, constitutional matters and lawful decision-making.
  • Provide strategic legal advice to senior leaders and elected members on complex, high-risk issues.
  • Oversee a broad legal portfolio including social care, contracts and procurement, governance, property, litigation, employment and regulatory matters.
  • Support major projects, regeneration initiatives and wider corporate priorities.
  • Manage and instruct external legal providers, ensuring value for money and statutory compliance.

About You

  • Qualified Solicitor or Barrister with substantial senior experience within local government.
  • Strong understanding of Monitoring Officer duties and local authority governance frameworks.
  • Confident operating at pace in a complex, political environment.
  • Pragmatic and solution-focused, with excellent stakeholder management skills.
