Contract Solicitor

Luton (Local Authority role)

Initial 3-6 month contract

Hourly Rate: Umbrella, negotiable

 

Full time, 36 hours per week

 

  1. To give legal advice, often in relation to highly complex matters, to Officers and Members of the Council including in relation to complex matters as required to allow them to make decisions and achieve solutions to problems which comply with the law and governance requirements.

  2. To advise on and deal with all legal matters relating to UK and EU contract and public procurement law, related governance and other general legal matters affecting the Council.
  3. Carry out, with a minimum of supervision, a wide range of  legal work as required, including  the drafting of any necessary legal documents (but excluding conveyancing and similar property matters) , including but not limited to, legal letters, legal agreements, deeds, notices, orders, consents and by-laws as well as negotiating agreements, settlements and such matters, to implement decisions taken in pursuance of the Council's functions, whilst managing competing demands and meeting deadlines and the requirements of the Legal Service.

  4. Participate in project teams to provide governance and procurement input, to negotiate drafting of contracts and other arrangements for shared or integrated services and to deliver major projects.

  5. Keep clients informed of new legislation and case law relevant to their operations, including training seminars where appropriate and to ensure that they maintain a sound application of legal requirements.

  6. Prepare and approve reports for, and to attend to give legal and procedural advice at, including in relation to complex and highly complex matters, the Executive, any Committee or Members of such Executive and such Committees, Sub-Committees, Working Parties and other groups of Members or Officers as may be required, to enable decisions to be taken and implemented in accordance with the law and the Council’s Constitution
  7. Exercise judgement, as to whether specialist legal advice and/or assistance is required and instruct Counsel in such cases as may be approved by the  Principal Solicitor (Litigation) to enable decisions to be taken and implemented in accordance with the law.
  8. Participate in projects relating to corporate, interdivisional or interdepartmental work as may be required by the Principal Solicitor (Litigation) to enable the Council to formulate and implement policies in accordance with the law
