Interim Head of Legal & Deputy Monitoring Officer
South East | Local Authority | 6-Month Contract | Up to £700/day (Inside IR35)



Panoramic Associates is working in partnership with a Local Authority in the South East to recruit an Interim Head of Legal and Deputy Monitoring Officer for an initial 6-month contract.


This is a strategic leadership position, ideal for an experienced local government lawyer looking to support a council through a period of change and transformation. You'll play a key role in shaping the delivery of legal services while upholding strong governance standards.


Key Responsibilities:
  • Provide strategic leadership and day-to-day management of the Legal Services team
  • Support the Monitoring Officer in maintaining effective governance and statutory compliance
  • Advise elected members, senior officers, and committees on complex legal and governance matters
  • Lead on high-profile legal issues across areas such as planning, contracts & procurement, housing, and litigation
  • Drive the delivery of efficient, high-quality legal services aligned with the council’s corporate priorities


Essential Criteria:
  • Qualified Solicitor, Barrister, or Chartered Legal Executive with substantial local authority experience
  • Proven senior-level legal leadership within a local government setting
  • Strong knowledge of local government law, governance frameworks, and decision-making processes
  • Excellent communication skills, with the ability to navigate political environments confidently
  • Adaptable, collaborative, and able to hit the ground running in a fast-paced, high-profile role
