Worcestershire Regulatory Services (WRS) are recruiting to the post of Principal Licensing officer. A member of a busy, dynamic, changing team, you will be responsible for leading and managing members of the licensing team including licensing technical officers and licensing support officers to ensure delivery of agreed licensing objectives across the six districts in Worcestershire.
WRS provide Environmental Health and Licensing services across 6 authorities as well as managing a number of external contracts. The Principal Licensing Officer is therefore expected to liaise with officers and colleagues across the six district councils alongside discussing reports and providing advice to elected members, attending committees and presenting reports at meetings that are likely to be outside of office hours.
Experience in policy matters and detailed knowledge of licensing regimes including but not limited to the Licensing Act 2023, Gambling Act 2005 and the Animal Welfare (Licensing of Activities involving Animals) Regulations 2018 is fundamental. Officers will look to you for support in being the subject matter expert.
Licensing enforcement is also a key part of the role. You will supervise officers investigating breaches of licensing conditions and law and will be expected to review reports and make recommendations to the relevant legal departments as to the nature of further action. An understanding of the implications of PACE, CPIA and RIPA on investigative processes would be helpful as well as the process of managing enforcement.
WRS is an intelligence-led organisation, making decisions of resourcing of activities through a tasking process. You will be expected to lead on such activities and make decisions in relation to how resource is to be allocated for your team. An understanding of the National Intelligence Model on any similar systems for managing enforcement or policing activities will be helpful.
Responsibilities include:- Undertake compliance and enforcement work (inspections, evidence gathering, prep prosecution papers, witness statements).
- Represent the council at resident/business forum meetings.
- Prepare reports for committees and attend hearings, including court attendance where required.
Skills & Experience
- Experience of dealing with members of the public, elected Members and legal teams
- Experience of working within a Regulatory Service
- Good communication skills both written and oral in sometimes contentious situations
- Experience of a wide variety of licensing policy knowledge and the ability to translate complex information clearly and concisely to others
- Ability to work on own initiative with the minimum of supervision
- The ability to maintain confidentiality at all times
- Experience of writing reports, presenting under pressure and the ability to explain clearly complex terms and decisions
You will be working both remotely and from our offices at Wyre Forest House, Kidderminster, DY11 7WF.
