Your new organisation:Hays has partnered with West Berkshire Council to recruit their Service Lead – Legal and Democratic.
West Berkshire Council is a unitary authority responsible for the full range of local authority services.
Employing over 1,500 members of staff corporately, plus additional members of staff working across local schools and education settings, West Berkshire Council is a large employer in the local area.
The Service Lead – Legal & Democratic vacancy is based in the Council’s Newbury office, and will benefit from newly adopted hybrid working arrangements.
Your new role: The purpose of this key role is to lead the Legal and Democratic Services Team within the Strategy & Governance Department, incorporating Democratic Services, Elections and Land Charges, and Legal Services. You will contribute to the delivery of the council’s strategy, vision and values, and will advise on high profile projects such as Regeneration, Environmental, and Leisure. Where appropriate, you will also lead on the development of policy and strategy at service level to support these strategic aims. You will provide advice to the Service Director, Executive Director, Members, and Corporate Board on all areas of responsibility. You will deputise for the Service Director as required and be appointed to act as Deputy Monitoring Officer.
What you'll need to succeed- Qualified solicitor or barrister in England & Wales with minimum 10 years PQE
- Solid Legal and Democratic experience within Local Government especially in-depth knowledge of major legislative and other matters facing local government
- Solid experience of leading and managing teams
- Experience of implementing significant organisational change to a successful conclusion
- Be able to ensure delivery of a balanced budget and to contribute to achieving future efficiencies and savings where required
- Excellent communication, negotiation, and influencing skills with the ability to build strategic partnerships with colleagues and stakeholders
- Personal resilience and resource within a rapidly changing environment
- High personal and professional integrity and a commitment to public service
