We are seeking two experienced Team Leaders reporting to the Legal Services Manager who will each manage a team of legal staff.

Local government experience is desirable but not essential provided you have an interest and commitment to local government work. We will accept applications from qualified solicitors, barristers and fellows of the Institute of Legal Executives.

Objectives:

  • To provide strategic and operational legal advice within the Legal Service and to ensure, as far as possible, that Council business is conducted lawfully.
  • To provide practical, solution-focused legal advice to officers and councilors of Stratford on Avon District Council and Warwick District Council.
  • To ensure the efficient, effective and value for money operation of the Legal Service.
  • To manage a team of staff based within the Legal Service, including line management and the allocation of resources.
Principal Duties and Responsibilities: Management
  • To lead, manage, motivate and appraise staff within the Legal Service and contribute to the performance of the service through business planning mechanisms, performance review and team meeting processes.
  • To ensure the efficient and effective use of resources within the Legal Service so as to provide accurate and timely legal services.
  • To deputise for the Legal Services Manager when necessary.
  • To ensure that the training and development needs of staff within the relevant team are identified and met as resources permit.
Principal Duties and Responsibilities: Legal Advice
  • Work will be allocated to individual post holders in accordance with their own specialist skills, knowledge and experience.
  • To be proactive in providing legal advice to Officers and Members on all aspects of activities, including relevant legislation and policy considerations.
  • To manage and deliver effectively a personal caseload of legal matters including those of a complex and/or sensitive nature.
  • The Team Leader – Planning and Regulatory will specialise in at least one area of planning legal work and regulatory work (e.g. licensing, community protection). The Team Leader – Property and Commercial will specialise in at least one area of property work (commercial and residential), commercial contracts and procurement, or housing law.
  • To be proactive in ensuring that Members and Officers are advised regarding the implications of all new and current legislation, regulations, judicial decisions etc which may affect any of the Council's  operations.
  • To attend meetings, including Council meetings, Cabinet and Executive meetings, Committees, Tribunals and working groups, to provide such legal advice and support to those meetings as may be required or necessary.
  • To prepare and present reports at a range of meetings including Council meetings, Cabinet and Executive meetings, Committees and Management team meetings.
  • To prepare for and represent, or secure representation at Court, Tribunal or Inquiry as necessary.
  • To comply with the Council’s policies and where required to seal documents accordingly.
  • To contribute to the provision of an effective, efficient and value for money legal service including the provision of legal advice and support for external clients as necessary.
  • To act in a quasi-judicial capacity in any review or appeal of a decision of a council officer and sit on any review panel or similar body as is necessary.
  • To actively promote continuous improvement within the service through developing and maintaining standards of service delivery and effective resource management.

Principal Duties and Responsibilities: General

  • To perform any other duties as required by the Legal Services Manager or the Head of Service commensurate with the grade of the post.
  • To be aware of your responsibilities in terms of health and safety, including identifying at appraisals appropriate health and safety training.
  • To provide support to the elections process as required
